Minsk peace agreement can be signed by lower envoy level members

The agreement finalizing the summit results of the leaders of Ukraine, Russia, Germany and France in Minsk, Belarus, can be signed by lower envoy level and not by the leaders themselves.

Reuters reported the news citing a source close to the talks.

"But the document, which may be a joint declaration rather than a full agreement, may be signed by lower level envoys rather than by the leaders themselves, the sources said," the statement said.

The news agency said the sources close to the talks state that "any agreement would however be sent to a "contact group" which includes representatives of the pro-Russian rebels, whose involvement could be crucial."
