When we talk about decentralization, it means neither autonomy, nor federalization.
Ukrainian President Petro Poroshenko said this during his visit to Kharkiv on Tuesday, an Ukrinform correspondent reported.
"As to the subject of decentralization: we are not talking about autonomy or federalization. Decentralization will result in local budgets of Ukraine's regions: the better we work, the better we live", he said.
According to Poroshenko, Ukraine remains a unitary state.
"I will not allow any threat to the territorial integrity, besides, 85% of Ukrainians support unitary country, and I can even put this issue to a referendum," he said.
As for the government reform, RSA in particular, he said that "functions of the Regional State Administrations will be reduced to the level of the prefectures according to the Polish model."
Poroshenko also raised the issue of judicial reform. "Nowhere in the world there is no such thing as immunity of judges, and it will be abolished in Ukraine," the president said.
